Mission Statement

The Burke Council on Alcoholism and Chemical Dependency, Inc. and the Burke County public School System have joined together to establish a program that will provide education and early intervention for students and their families that are experiencing problems related to alcohol and other drug use. This program was designed as an alternate for students that are caught with illegal substances or inappropriate use of legal substances on school grounds or at any school function.

Goals

SCIP has been designed to provide:

An alternate to expulsion for any student that has violated the Burke County Public School system's ILLEGAL SUBSTANCE AND INAPPROPRIATE USE OF LEGAL SUBSTANCES POLICY, (N.C. Statute 15c-391),and pursuant to procedures under Burke County Public Schools Policy JDD-"Suspension or Expulsion"

The opportunity to offer an additional resource at minimal cost, to students and their families in order to comply with school policy;

Alternatives to alcohol and other drug use and an opportunity to practice these alternatives with positive decision making skills in order to develop healthy, productive attitudes and behaviors in response to the problems of alcohol and other drug use.

Purpose

SCIP has been developed to assist students, parents, teachers, and administrators in their effort to deal with and combat the drug problems affecting our schools and community. We, in the field of Chemical Dependency, believe that with appropriate intervention, adolescent drug use can be stopped before a real addiction begins.

Students that are in the experimental stage of alcohol and other drug use need to be given functional information regarding drugs and their parents need to be shown that there are alternatives available, if they are willing to explore them.

The council and Burke County School System are committed to stemming the tide of drug use/abuse that is affecting our school and community. Since part of the solution is to educate the students and parents to the realities of drug use/abuse, these agencies commit to making intervention/education/prevention available and easily accessible.

Program Structure

SCIP is a four week program with sessions held each Thursday evening at the Burke Council on Alcoholism and Chemical Dependency office located at 203 White Street in Morganton. Each session will begin Promptly at 5:30 p.m. and will last until approximately 7:30 p.m.

Students who are caught with illegal substances for the first time will be referred by the school administration at their respective school.

The Student Assistance Program counselor will be notified and an assessment will be administered to determine the most beneficial course of action. This alcohol and drug assessment will be conducted on site at the student's respective school.

It is the responsibility of the student's parent or guardian to contact the Burke Councils office to enroll their child in the program. It will be the responsibility of the Student Assistance Counselor to notify the school Administration of that particular student(s) enrollment in the program. The fee for the SCIP will be $40.00 per student for ALL four sessions.
